Accessibility Audit & Certification in India: The Complete Guide

In India, accessibility is no longer a courtesy — it is a legal duty. The Rights of Persons with Disabilities Act 2016 gives more than 26 million Indians with disabilities an enforceable right of access to the buildings they enter, the transport they use, and the digital services they depend on. Yet a decade on, a ramp that technically meets a rule can still leave a wheelchair user stranded at a doorway, and a government website that passes a checklist can still be unusable with a screen reader.

An accessibility audit is how that gap gets found and closed. This guide explains what an audit actually involves in India, the law and standards behind it, and how certification turns a one-time inspection into a lasting commitment.

What is an accessibility audit?

An accessibility audit is a structured, evidence-based assessment of how usable a place, service or system is for people with the widest possible range of abilities — including wheelchair users, people who are blind or have low vision, Deaf and hard-of-hearing people, people with intellectual or cognitive disabilities, and older adults.

A credible audit does three things that a self-assessment or a compliance checklist cannot:

  • It measures against a defined standard, so the result is objective and comparable — a certificate means the same thing in Kochi as it does in Delhi.

  • It combines technical measurement with lived experience, walking the space or testing the system with people who actually rely on the features being assessed. A tape measure confirms a corridor is 1,200 mm wide; only a wheelchair user confirms the turning circle at the end of it actually works.

  • It produces a prioritised path to fix what's broken, not just a pass/fail verdict — because the point of an audit is a more accessible place, not a report on a shelf.

The law: what the RPwD Act 2016 requires

The Rights of Persons with Disabilities Act 2016 (RPwD Act), which came into force in April 2017, is the backbone of accessibility obligation in India. It recognises 21 disabilities and sets out clear duties in Chapter VIII:

  • Section 40 directs the Central Government to prescribe standards of accessibility for the physical environment, transport, information and communication technology, and services.

  • Section 44 establishes mandatory observance of those accessibility norms: no person shall be granted permission to build or occupy a building unless the accessibility norms prescribed by the Central Government are complied with. For new construction, accessibility is a precondition — not an afterthought.

  • Section 45 requires existing public buildings to be made accessible within the timeline notified under the Act.

  • And crucially, accessibility is not limited to government buildings. Section 46 specifically addresses service providers — including private service providers — who must comply with accessibility standards for the services they offer.

Backing the Act, the Accessible India Campaign (Sugamya Bharat Abhiyan) organises the national effort into three verticals — the built environment, transport, and the ICT ecosystem — which is exactly how an audit should be scoped.

A person's journey to a government office runs from the pavement, to the parking bay, up the ramp, through the door, to the counter — and increasingly through the website they used to book the appointment. 1. Built environment

The physical fabric — approach and entrances, level access, corridors and circulation, lifts and stairs, accessible toilets, and safe egress in an emergency. In India this is governed by the Harmonised Guidelines and Standards for Universal Accessibility 2021 (issued by the Ministry of Housing and Urban Affairs) and the National Building Code.

2. Transport & mobility

Accessible parking and drop-off, continuous step-free pedestrian routes, and accessible stations, terminals, ticketing and boarding — the domain of Section 41 of the RPwD Act and the Accessible India Campaign's transport targets.

3. Digital & ICT

Websites, mobile apps, self-service kiosks and public-service technology.
